Abstract

Tourism development is one of the national development priorities, in line with the Pekanbaru City Regional Tourism Development Master Plan (RIPPARDA) 2021-2036, which promotes sustainable tourism integration. Pulau Semut, Duranch, Danau Buatan, and Taman Bunga Okura have the potential to be developed into an integrated tourism, however, it still faces several obstacles and challenges. This study aims to analyze the integration of sustainable tourism areas in Pekanbaru City through a joined-up governance strategy. This study used a qualitative descriptive method, with primary data collected through observation, in-depth interviews, and focus group discussions, and secondary data obtained from documentation. The findings show that the integration of tourism areas has not been running optimally. Policy coherence is still low because RIPPARDA has not been translated into Decrees, Standard Operating Procedures, and joint action plans. Inter-institution coordination has taken place, but it remains limited to communication and has not yet resulted in sustained joint action. Institutional integration remains weak because there is no formal and permanent forum to coordinate the four areas. Alignment of goals has only been formed at the vision level and has not yet been translated into targets, indicators, priorities, and shared benefit schemes. This study emphasizes the importance of strengthening governance through cross-sector policies, formal coordination mechanisms, permanent institutional arrangements, and measurable joint action plans as the foundation for realizing integrated and sustainable tourism area governance in Pekanbaru City.
